In 2000, the European Union Council meeting in Lisbon, recommended that national governments organize a rapid acceleration in information technology as a response to current needs of the global community.  This is in line with the efforts of ASEAN member states to integrate information and communication technologies in various learning contexts. Moreover, new challenges have emerged from uncertainties brought by the COVID pandemic.
